JOCKEY CLUB REVISES RULES New York Body Makes Thirteen Changes in Laws Governing Sport, Effective at Once. NEW YORK, N. Y., July 11.— The Jockey Club today announced thirteen revisions in its rules of racing, several of which long have been advocated in the press and are considered of vital importance in the sport governed by The Jockey Club rules. The first change is in rule 29, which read "after May 31 in each year only one overnight event for a distance less than a mile for horses three-year-olds and upwards shall be given on any race day." The concluding phrase "except in an emergency and upon approval by the stewards," has been added to this rule, one of ten contributing to small, cheap fields in the past. A change in rule 31 gives the starter final judgment upon the , maximum number of starters which may be accepted. A new rule was adopted whereby a horse is officially a starter when it leaves the paddock for the starting post. Rule 131A is amended to elim-ate the seven pounds allowance to riders who havent piloted twenty winners. Rule 145B was changed to permit the starter to place vicious or unruly horses behind as well as on the outside of the field at the starting point. One of the most important revisions is in rule 153C, which leaves the disqualification of horses for impeding others during the course of a race to the discretion of the stewards. Rule 171. a claiming rule, is changed to prohibit the former owner, upon recovering a claimed horse, from starting the animal for thirty day, instead of sixty. Rule 209A now provides a jockey may not ride in any race against a starter of his contract employer, unless his mount and his contract employers starter are in the hands of the same trainer. Rule 227E, dealing with the use of drugs, stimulants or electrical appliances, now states that "every person so offending may be ruled off or otherwise punished by the racing commissioner," instead of "every person so offending shall be ruled off."
