WINN RETURNS FROM LATONIA Veteran Executive Director of American Turf Association Preparing for Lincoln Fields Meeting. Col. Matt J. Winn, executive director of the American Turf Association, was among Wednesdays arrivals and will stay in Chicago until the conclusion of the Lincoln Fields meeting, which follows Hawthorne on the Illinois schedule and is the last major meeting of the current Windy City season. Winn, coming direct to Chicago from La-tonia, where the meeting ended Saturday, stated that the Covington track showed a slight loss, directly traceable to bad weather. Speaking of the rather low ebb of Chicago racing at present, Colonel Winn said he believes the sport is in jeopardy here unless the tracks are given relief in the form of lighter taxation. He said that when the receipts and incomes of the tracks warrant it, they expect to pay high taxes, but when mutuel handle and gate receipts fall as low as during the current year, the legislature should give the jockey clubs relief, possibly in the way of a tax based upon the money handled and upon the gate receipts.
