DISMISS SYRACUSE COMPLAINTS T« iD ALBANY, N. Y., July 21.— Governor Lehman eh_ today dismissed the complaints filed ied with him last week that the officials of of Saratoga city and county had failed in their duties by permitting alleged gambling to exist. Charges were made against the district attorney, shefiff and commissioner of public safety and their removal from office for neglect of duty. Governor Lehmans decision that there was no need for executive action was announced in a reply to Miss Emma F. St. John, of Saratoga Springs, who filed the complaints. The governor said: "Your petition and supplemental petition and the answers of the officials named in these charges have been carefully studied and in my opinion there is no further need for executive action in the matter."
