DISCUSS CHINAS "OPEN DOOR" TOKIO, Japan, Dec. 8. Japanese Foreign Minister Haohiro Arita conferred with the United States and British ambassadors to Tokio today on the question of the "open door" in China. According to Japanese newspapers, Ai-ita insisted that henceforth China must be regarded by western powers as an "independent" rather than "subservient" nation.
