BURKE REFUSES COMMENTS Neither Affirms Nor Denies Published Reports He Tendered Resignation to Governor. LOS ANGELES, Calif., Dec. 30. Carleton P. Burke, chairman of the California Horse Racing Board, since it was first formed five years ago, refused either to affirm or deny published reports that he had unofficially tendered his resignation to Gov.-Elect Cul-bert Olson. When interviewed Friday afternoon in Los Angeles Burke stated: "I have just returned from Sacramento, where I had a conference with Mr. Olson. We discussed racing affairs in California at length." Pressed for a comment as to the truth of reports that he has resigned, Burke declined to reply. From his reticence in frankly discussing the reported resignation Burkes interviewers gathered the impression that the matter is still up in the air. Norman W. Church, Los Angeles sportsman who has been mentioned as a probable successor to Burke, likewise declined to com-i ment on the reported impending change other than to reiterate his often-made statements to the effect that he believes the personnel of the racing board should be revised. Henry Potter Russell of Carmel, most recently appointed member of the board, declared in an interview that he has not resigned, that he has not been asked to quit and that he has no intention of volunteering to relinquish his post.
