OFFICIALS FOR PHOENIX PHOENLX, Ariz., Dec. 30. C. H. McMillan has been appointed starter at the Phoenix race track for the meeting which begins there February 7. M. H. Morrison, who has served as racing secretary at Bay Meadows, Inglewood and Del Mar, will be one of the stewards, as well as racing secretary, during the local meeting.
