RULING ON USE OF WHIPS WHIPSDETROIT DETROIT Mich May 22 The Detroit Racing Association stewards have an ¬ nounced the following rule relative to whips If an owner or trainer orders a jockey not to strike a horse with his whip the boy Bhall immediately turn his whip over to the paddock judge In future races the horse shall run without a whip Failure to com ¬ ply with the above ruling may subject both horseman and jockey to disciplinary action
