ARREST MADE AT SHEEPSHEAD BAY. New York, July 12. John J. Powers, forty years old. who said lie was a hotel keeper, living at Ocean and hmmons avenues, was arrested Saturday at Sheepshead Bay on a--charge of violating the law against betting on the races. He was taken into custody by policeman Davis, who was detailed to the track in civilians dress, and was held on a complaint which stated that he accepted money as a wager. "
