SHIPS WINDY CITY LOUISVILLE, Ky., May 23— Jake Lowen-stein is hopeful of procuring shipment facilities in time to start his big stable to Chicago tomorrow. His racers include those of F. M. Grabner, headed by the American Derby candidate, Windy City, and the horses of Morris Vehons Royal Stable. If Windy City is sent to Fairmount Park to fill his engagement in the Fairmount Derby he will go from the Chicago course to the Collinsville track some time next week. If Windy City continues to train as he has done since participating in the Kentucky Derby, nothing will keep him out of the Fairmount fixture.
