V WEST VIRGINIA RAGING BILL BALTIMORE, Md., May 15.— Senator Earl H. Smith, whose initial bill to have thoroughbred racing with pari-mutuel wagering in West Virginia was killed, has succeeded in having his second bill pass both the senate and house. He has high hopes of having the governor sign the bill and thus make the sport of kings legal in West Virginia. Senator Smith was a visitor here and was shown around the plant by Matthias C. Shea of Baltimore. He will return to this state during the early days of the Bowie meeting which opens Thursday.
