PASS NEW YORK MEASURE ALBANY, N. Y., April 11. By a vote of 112 to 28 the assembly at noon today with no debate passed the bill aimed to extend the powers of the New York State Racing Commission. The measure was sponsored by Senator John J. Dunnigan, democratic majority leader of the senate. Having the approval of both branches of the legislature, it has been submitted to Governor Lehman, who no doubt will sign the bill at once.
