UPHOLD TALMADGE ATLANTA. Ga., May 11— Gov. Eugene Tal-madge, fiery critic of President Roosevelt and the New Deal, scored a major victory Saturday in his effort to run the state without an appropriation act when the state supreme court held that he acted legally when he suspended State Treasurer Hamilton and appointed J. B. Daniel to the post.
