AMBASSADOR TO ITALY RETURNS NEW YORK, N. Y., Nov. 17. William Phillips, American Ambassador to Italy, returned to this country aboard the Queen Mary to report to President Roosevelt on the European situation. Phillips asserted his primary reason for returning at this time was to attend the funeral of a relative. He - said he intended to go back to his post in Rome in about ten days. He avoided questions as to whether his conferences with the President, directly preceding the widely-heralded departure of Ambassador Hugh Wilson from Germany, would have any important bearing on the problem of the anti-aemitic excesses in Germany
