FRANCO -GERMAN TREATY PARIS, France, Nov. 17. Work of drafting the projected Franco-German treaty was completed today. The document, which embodies Premier Daladiers policy of conciliation with Germany, is now ready for signature. The premier, it was learned, will bring up the question of confidence when the treaty is submitted to the French parliament, staking the fate of the government on its adoption.
