RESIGNS FROM CABINET WASHINGTON, D. C, Dec. 15. Secretary of Commerce, Daniel C. Roper, has definitely ! decided to resign from the cabinet and return to private life, it was learned on unimpeachable authority today. The seventy two-year-old cabinet member plans to send his formal resignation to President Roosevelt shortly and to leave office on January 1. The decision of Roper to resign marks the second recent break in the ranks of the New Deal ; Cabinet. About three weeks ago, attorney general Homer Cummings announced that he would return to private life on January 1. WPA Administrator Harry L. Hopkins, has been mentioned frequently in Washington as a possible successor to Secretary Roper. President Roosevelt reportedly offered Roper the post of Ambassador to Russia now vacant but the Secretary was said to have turned it down.
