NEEDS NO OUTSIDE HELP LONDON, England, April 6. Moscow does not like the form European developments are taking under the molding hand of Great Britain, and it might become necessary for the Soviet Union to adopt a policy of isolation, Ambassador Ivan Malsky said today. Summoned to the foreign office, Malsky was given details of the Anglo-Spanish alliance by Foreign Secretary Viscount Halifax. The Soviet emissary, it was learned, expressed skepticism of the value of the pact and general dissatisfaction with the European situation. He reminded Lord Halifax that Russia could defend herself and might be compelled to keep aloof from all entanglements.
