ASKS TO DRAFT CAPITAL WASHINGTON, D. C, May 6. — A bill to permit the government to draft capital in the event of war, the same as men, has been approved by the Senate military committee. The measure, sponsored by Senator Lee, of Oklahoma, calls for a "wealth census" in the event of any defense emergency in which the drafting of man-power was called.
