The board issued the order after considering a purse distribution program proposed Alfred Luke of the California Thoroughbred Owners and Trainers Association and one submitted by Racing Commissioner Dwight Murphy. The new plan will not apply to the com- i ing meeting at Hollywood Park, inasmuch w the purse and stakes program for that track already has been approved, but it is expected to affect subsequent meetings in ■ California. H. G. Woods, trainer, under suspen- j sion. License restored on a probationary basis. 9. Hollywood Park, list of officials as : submitted in general manager Mackenzies 1 letter, dated March 15, 1949, approved. 10. Pacific Coast Trotting Association meeting transferred from Bay Meadows to i Golden Gate Fields, and to run from May 28 to June 21 for 21 days of racing, ratified. 11. Pacific Coast Trotting Association. License for the said meeting, authorized, May 28 to June 21, 1949. Ratify Two Days Extra at Golden State 12. Golden Gate Fields. Application for two additional days of racing in the inter-r ests of charity and to be run on May 2 and May 9, 1949, respectively, ratified. The board denied the petition of the manage-U ment for an additional day of racing in the interests of the track management. 13. Next years 1950 racing dates. Ap- plications submitted by the Los Angeles Turf Club, the Tanforan Company, Ltd., and the Del Mar Turf Club. Applications were put over for review at a subsequent meeting of the board. 14. San Diego County Fair. The board approved the purse and stakes program and other materials submitted in compli-■o ance with Rule No. 3. The board approved J. K. Macomber to serve as state steward at the San Diego County Fair to commence on June 27 and end on July 4, 1949. 16. William Frederick Irwin, former trainer. Petition for permission to file an application for trainers license refused on the grounds of falsification of his application on at least two occasions. 17. Jockey Carroll Bierman. Board approved issuance of probationary jockeys license. 18. John T. Engle, ex-trainer. Petition for permission to file application for a probationary trainers license, under submission, and pending compliance with certain requirements of the board. San Mateo Fair Program Approved 19. San Mateo County Fair. Stakes and purse program approved, and issuance of license for their meeting, commencing on August 8 and running through August 19, to be held at the Bay Meadows race track. License granted for a period of 11 days, and with the understanding that racing will only be conducted on days on which the fair is in operation. 20. Hollywood Turf Club Hollywood Park . Ratification of license covering their meeting. 21. Purse Distribution. The board considered two plans of purse distribution — one submitted by commissioner Dwight Murphy and the other by the C. T. O. T. A. representative, Alfred J. Luke — and in executive session the board made a motion which was seconded and duly carried as follows: "That the policy of this board is not to approve purses unless they are based on the awarding of 4 per cent of the pari-mutuel take on the first 0,000,000, 3 per cent of the take on the second 0,000,000, and 2 per cent on the pari-mutuel take above 0,000,000 at any one meeting." 22. Jockey agents books. The board approved the use of a "certificate of stake engagements," as submitted by Wendell Cassidy, presiding steward at the Hollywood Park race track, and which provides that the office of the racing board, the stewards, the jockeys and the trainers, have copies of all stake engagements en- tered into by jockeys and at the time made. Furthermore, if contracts were entered into before coming to a meeting, a copy thereof must be placed on file, reference by the per- son and/or offices hereinabove referred to. 23. Review of rule No. 11 -A, pertaining to win, place and show pools in races, the board made no change in this rule, which provides there must be win, place and show pools with five or more separate entries. The only exception to the rule is in sweepstakes. 24. Review of morning line situation. The board took no action, and the matter was taken off calendar. 25. The board amended rule No. 203, to provide that: "If a winner is claimed, it shall not start in a claiming or selling race for a period of 30 days from date of claim for less than 25 per cent more than the amount for which it was claimed." This rule to become effective at the com- mencement of the next regular racing meeting. 26. Identification of horses. In the matter of substituting lip attooing in place of the method provided for under rule No. 170 of the Rules of Racing, the board de- cided to take no action at this time, so put the matter over until the next meeting of the board. 27. Reciprocal arrangements with USTA for registration of assumed names. The secretary was instructed to write USTA authorities, requesting that they grant reciprocity in the registration of assumed names, and as - provided for under the boards names, and as provided for under the boards rules Nos. 227 and 228. -
