Palmer Cumberland Starter CUMBERLAND, Md., June 6..— Harry Palmer will serve as official starter at Cumberland. A native of Arlington, Va., Palmer started races on the Pacific Coast prior to coming to New York eight years ago. He also works at Hialeah Park, Florida, during the winter. This is Palmers third year as Cumberland starter. His aides will come from New Yorks tracks.
