RECALL NORTH CAROLINA BILL RALEIGH, N. C, May 22.— The movement to revive racing in this state struck another legislative snag yesterday when the North Carolina Senate recalled from the House and tabled a bill it had previously passed which would allow racing in Polk County with pari-mutuel betting. A similar bill to legalize racing in Buncombe County, of which Asheville is the county seat, was passed by the House and killed in the Senate earlier in the session.
