DISTRIBUTE BLINKER CARDS ARLINGTON HEIGHTS, 111., July 12.— Among the innovations ia the secretarys office are cards which were distributed today among the horsemen. These cards, after being signed by the starter and stew- ard in charge, will enable the horsemen to add blinkers to their equipment. After receiving the necessary signatures, all the person who enters the horse is to present the card to the entry clerk.
