EEFUSES BONUS PLEA WASHINGTON, D. C, May 21. In re-j sponse to a Congressional appeal that he approve the Patman Bonus Bill, the President signified his intention of appearing in person at the Capitol Wednesday with a veto message. This proposed appearance received drastic criticism in the Senate, many of whose members declared it unconstitutional. No president has even delivered a veto message in person.
