PENNSYLVANIA RACING BILL HARRISBURG. Pa., May 7.— Pennsylvania representative Charles C. A. Baldi, of Philadelphia, has again prepared his perennial bill to legalize pari-mutuel betting on horse races in the state. The bill is presented to the legislature this time as a revenue measure, which Baldi says will net the state two million a year in taxes on the mutuels. By stressing the revenue angle the bill is in order with the present special session of the general assembly, which convened this week for the purpose of providing additional funds for unemployment relief. During last years regular session Baldis bill passed the house and came near passing the senate. Those favoring the bill believe Governor Earle will sign the racing measure if the legislature approves it.
