; --t PLANS FOR SEABISCUIT SAN MATEO, Calif., April 15. Trainer Tom Smith announced that Seabiscuit would positively be a starter in the Bay Meadows Handicap Saturday afternoon. Following the race the son of Hard Tack will be "given a J brief rest and then loaded on the cars Wednesday and shipped to Pim-lico. Seabiscuit will remain in the East during the summer and will not be a starter in the Hollywood Gold . Cup at Inglewood. Owner Charles S.
