April 12.— Governor I Dewey today vetoed, without memorandum, , a measure designed to license persons employed - in the pari-mutuel betting system. i. The bill, introduced by the Senate Com- - mittee on Rules at the request of Arthur r Wicks, Kingston republican, passed both i houses of the legislature during the closing % hours of the 1944 session. Under the proposal a pari-mutuel licensing - bureau would have been established in a the Department of State. A license direc- - j tor would be appointed by the Secretary of State to head the bureau. The director would have the power to o revoke any license where the holder has s violated rules and regulations of the State e Racing or Harness Racing Commissions, 5, governing conduct of employes. The measure also provided that until il March 31, 1946, at least 85 per cent of the e pari-mutuel employes be citizens of the ■ United States and residents of New York State for the preceding two years. On and j after April 1, 1946. all persons employed in| J i the operation of the pari-mutuel betting , system would have to be citizens and residents * | of New York State for at least two years.
