Elmer I. Longford Appointed Mutuel Manager at Delaware WILMINGTON. Del.. April 12.— Elmer I "Jim" Langford, associated with Delaware Park since the establishment of the course in 1937. has been appointed mutuel manager for the forthcoming meeting, May 29 to July 4. according to an announcement from the Delaware Steeplechase and Race Association. Langford, who has just completed his duties at the Hot Springs. Ark., meeting, will shortly make an inspection of the plant in preparation of the coming meeting. A veteran of mutuels operation, the new manager has served in many capacities at the principal American and Canadian tracks over the last 26 years. In turn he has been ticket seller, cashier, money-room teller, head cashier, calculator and, more recently, associated with the management of mutuel departments. Beginning at Pimlico in 1918. after early banking experience, Langford has been a "regular" since April 1 of that year. He has three sons, one of them in the service, and has received powerful endorsement for the post at Delaware Park which was held for so long by the late Herman Frank and his aide, Lou Wal-ger, now in command at all New York tracks.
