Race Commission Member Has Long Record of Public Service BOSTON, Mass., June 1.— Owen A. Gallagher, newest member of the Massachusetts Racing Commission, has a long background of public service in this city and state, and of war service to the nation. A graduate of Boston College in 1923, where he played varsity football, baseball and basketball, Gallagher completed his legal education at Boston University in 1926. From 1927 to 1932 he was a representative from Dorchester in the lower branch of the Massachusetts legislature. He served in the State Senate in 1933 and 1934. For the next three years he was chairman of the Boston Street Commission. He ran for District Attorney of Massachusetts in 1938, but was defeated and in 1940 was the Democratic Candidate for Lieutenant Governor. The ticket was defeated and in 1942, Gallagher joined the U. S. Navy. He saw service on an aircraft carrier during the North African invasion and then spent 16 months in the Solomon Islands. He was discharged in January, 1945, and returned to his law practice. Gallagher was named to the racing commission on April 17, taking the place of Bayard Tuckerman. He was born in Newton, but has lived the greater part of his life in Dorchester.
