Green Signs Veterans Bonus Bill; To Vote on Bond Issue SPRINGFIELD, HI., June 15. Gov. Dwight H. Green affixed his signature to the State Veterans Bonus Bill here late yesterday afternoon shortly after the General Assembly had approved the measure, 143 to 2. The bill calls for a bond issue of 85,000,000 to finance the program, which will be voted on by the Illinois electorate next November. Taxes to be levied to help retire the bond issue over a period of 25 years call for an increase of the states "take" at race tracks from 2 to 6 per cent, the reduction of the associations "take" from 8 to 7 per cent and the state taking one-half of the breakage. In addition, the tax on cigarets per package will be increased from two cents to three cents. The measure would benefit 915,000 veterans of World War IX, who would be paid 0 a month for domestic service and 5 a month for overseas service, including Alaska. Cash payments of 00 are provided for relatives of service men and women who lost their lives from service-connected causes.
