Special Precautions Taken To Insure Orderly Crowd CHURCHILL DOWNS, Louisville, Ky., May 2. — Special precautions have been taken by both the track security and Louisville police to insure an orderly Derby tomorrow. Carl E. Heustis, chief of police of Louisville, will have a force of 262, most of them in uniform, to protect the Derby crowd and out-of-town visitors from any undesirable characters. Experienced officers, who know touts and pickpockets by sight, will be in plain clothes at the track and will meet all incoming trains and buses to stop these characters "cold" on their arrival. "Police have a priority list of known confidence men," said Chief Heustis, "and those drifting in here will get a cold reception." The order to the 262 officers for the Derby are, "Be firm, but courteous." , I r . l I - I 1
