TRPB Begins Lip Tattooing On Horses at Suffolk Downs SUFFOLK DOWNS, East Boston, Mass., May 19. — A three-man crew of the Thoroughbred Racing Protective Bureau started work here today placing the lip tattoo on thoroughbreds. The Thoroughbred Racing Associations directors believe that the new method provides a tamper-proof system of identifying horses. The crew tattoos an average of 40 horses daily. It takes somewhat less than two minutes to apply the alphabetical letter and four digits to a horses lip.
