PLAN PRELIMINARY RACE SAN MATEO, Calif., April 3. Charles S. Howard stated today that Seabiscuit would probably be given one race before meeting War Admiral at Belmont Park. He had not decided definitely as to the Biscuit fulfilling his engagement in the Dixie Handicap at Pimlico, and stated that a decision would not be reached until he conferred with trainer Tom Smith after Seabiscuit had reached New York.
