"STOP HITLER" DISCUSSIONS LONDON, England, April 4. Progress toward the creation of an international common front against possible future aggression was made today in vitally important conversations between Col. Josef Beck, Polish foreign minister, and Foreign Secretary Viscount Halifax. Authoritative Polish circles declared that the first phase of the talks by which Prime Minister Neville Chamberlain hopes to implement a "stop Hitler" movement had unfolded along definitely satisfactory lines. On the other hand it was revealed that Polands traditional distrust of her mighty northern neighbor, Soviet Russia, appeared to stand in the way of any hard and fast alliance of the powers reacting favorably to Chamberlains historic declaration that Britain would be ready to aid any nation menaced by German aggression. Beck, accompanied by Count Edward Rac-zynsk, Polish ambassador, and a number of technical experts had a long conference with Viscount Halifax and his aides at the foreign office.
