Col. Matt J. Winn Observes His 83rd Birthday Today NEW YORK, N. Y., June 29. Col. Matt J. Winn will celebrate his eighty-third birthday tomorrow. There will be a touch of sadness in the day, for on Wednesday he had lost a friend of many years standing, Edward J. Hughes, Secretary of State for Illinois. Colonel Winn received the homage of the racing clans on his natal day and all expressed the fervent hope that he would be on hand to guide the destinies of the Kentucky Derby for many years to come. Colonel Winn took over the presidency of the Empire City Racing Association this spring. Due to the press of business connected with the opening of that 24-day meeting on July 3 he is unable to go to Chicago to attend the funeral services and interment of Hughes. Colonel Winn, following the close of the Empire-at-Jamaica meeting, plans a rest before taking over his myriad duties in connection with racing in the midwestern sector of the country.
