William H. Bailey Dies BELMONT PARK, Elmont, L. I., N. Y., May 12. — William H. Bailey, a valet for many years, was buried from his Newark, N. J., home this morning. He was known to the racing fraternity as Tommy Ratts, a nickname he picked up some 50 years ago.
