j BETTING ON THE EASTERN TRACKS. New York. July 3. The absence of plungers and spectacular layers at the local tracks is a direct result of the new betting conditions. There are no more big wagers and no open transactions of any kind. It is impossible to learn what any speculator is doing these days, while the layers are in ignorance as to one anothers business. Ill fact, betting is so quiet and well concealed that a casual observer cannot learn details that were once common property.
