POLICE CHANGES PLEASE RACE-GOERS. New York, July 3. New York racing folks are pleased over the deration to the head of the police department of Deputj Commissioner Baker. Mr. Baker had charge of the Brooklyn police last season immediately after the passage of the Hart-Agnew law. aud pursued a safe and sane policy, while Assistant District Attorney Elder was running amuck with his plain-clothes men. The wisdom of Mr. Bakers policy has since been established by the courts. Inspector OBrien, who had charge of the uniformed police at the tracks last year., has been assigned to his old post at Sheepshead Baj vice Inspector Russell, who. by Mayor McClelhins order, was reduced to the rank of captain and transferred to the Bronx.
