Carmacs Class Ratings THE BIBLE" OF THOUSANDS OF TURF PLAYERS Late in the summer, when horses have established their form, its no trick for a fair handicapper, amateur or professional, to pick a good percentage of winners. That is. provided the handicapper makes the selections at tracks where horses have been racing against each other all season and have shown their true ability.
