PETITION FOR CHANGE MIAMI, Fla., March 14. A petition was circulated among the horsemen during the afternoon asking that the Florida Racing Commission revise their rule in regard to scratching. The horsemen asked that they be permitted to scratch down to eight horses. The petition was signed by a majority of the owners and trainers and will be presented to the commission for its consideration.
