RHODE ISLAND REFERENDUM DALLAS Texas May 1 The bill to legal ¬ ize racing in Rhode Island passed both houses this morning and now goes for a referendum according to a telephone mes ¬ sage to H D Monroe today from Boston Monroe serves as racing secretary here and at Rockingham Park and will act in a like capacity at the course to be constructed on 196 acres near Providence R L on the side of the old airport Monroe was in ¬ formed plans would be drawn and work would start promptly with the hope of run ¬ ning a twentytwo day meeting commencing the Monday after the closing of the Rock ¬ ingham meeting
