NEW YORKS NEEDED LAWS Empire State Legislature Provides Necessary Measures for Re ¬ lief of Racing ALBANY N Y May 1 One of the most popular of programs enacted at the 1934 sessions of the legislature which closed last night was that pertaining to horse rac ¬ ing in this state said Senator John J Dunnigan Democrat of New York city and majority leader in the senate in a state ¬ ment made today at the capitol capitolA A series of two bills and a resolution that passed the legislature will revive racing in this state we hope to such an extent that it will again be the model by which all other states and even some countries will conduct the sport said Senator Dun ¬ nigan niganI I introduced one of these measures which abolished an existing racing commission and created a new one with the necessary power and authority to supervise and control rac ¬ ing Not only that but it will produce a revenue far in excess of a million dollars a year This racing commission will co ¬ operate with The Jockey Club in abolishing whatever abuses have existed and place it on a high plane he said saidThe The second measure was the Crawford Breitenbach bill which once again permits open betting on the race tracks That with ¬ out a question of doubt was not only a popular bill but it did away with the hypoc ¬ risy of secret and oral betting The Twomey resolution which would amend the consti ¬ tution of the state in order to permit pari mutuel betting in the form of the totaliza ¬ tor must be passed again by the next legis ¬ lature and then submitted to the people of the state in the form of a referendum When mutuel betting is legal in this state there is no question but that the state will be enriched each year by more than ten millions of dollars declared Senator Dun ¬ nigan
