Y., July 4.— John Hay Whitney, member of the New York State i . Racing Commission, sat in at the races of the Onondaga Racing Association at the state fair grounds track today, and saw per- • I i sons purchase options or shares, tantamount to pari-mutuels, on the outcome of the various I events. Mr. Whitney would have no • , [ comment to make on the system of wagering employed, but announced to the Daily Racing Form correspondent that he would 1 call a meeting of the commission immediately upon his arrival in New York tonight. . With Marshall Cassidy, a steward of the 1 state commission, Mr. Whitney planned to • fly back to New York after the races. The opening of the betting booths under the stands was delayed somewhat, but when 1 finally the sales of options or shares began i the activity was spirited. There had been i no publicity given anent the options system and the public was unfamiliar with its work-1 ings. During the day business picked up considerably. There were three bookmakers operating, John Moore and Frank C. Bain or New York and Hyam Feinberg of Syracuse. State Senator John J. Dunnigan, sponsor of the New York racing bill authorizing open betting, was a visitor, but declined to comment on the operation of the option department. A crowd of 5,000 was present for the inaugural and it saw Mrs. F. A. Clarks Never Fade, a six-year-old son of Sun Circle, lead flagfall to finish to account for the from ,000 mile Independence Handicap. Under the smooth handling of Eddie De Camillas, the New York-owned gelding swept past the judges a length and a half in advance of Jewell Bros. Friend Charley. Christiana was third, three lengths back.
