Y., July 20— The New York Racing Commission, after a long session this afternoon, postponed decision upon the matter of using "options" at the recent meeting of the Onondaga Racing Association at Syracuse, a form of betting described by the attorney general of New York as "illegal." Herbert Bayard Swope, chairman of the commission, stated that a decision would be given on Monday.
