MEALEY SUCCEEDS HARNETT ALBANY, N. Y., Nov. 18. Carroll E. Mealey was acting commissioner of motor vehicles in New York state today, succeeding Charles A. Harnett, the commissioner for fourteen years, who resigned following his indictment in New York on charges of accepting 7,000 in bribes. Mealey, a deputy commissioner in charge of the Albany office, has been with the bureau for twelve years. Harnett had occupied the top 0,000-a-year post since the bureau was created in 1924.
