OUTLAWS INVADE RUTHENIA BERLIN, Germany, Nov. 19. Polish and Hungarian outlaw bands crossed the border and invaded Ruthenia, the easternmost province of Czechoslavakia, it was charged in Czech circles today. In clashes with Ruthen-ian police four bandits were killed, forty taken prisoner and the remainder repulsed, it was stated.
