REPLY UNSATISFACTORY WASHINGTON, D. C, Nov. 21. Germany has replied "unsatisfactorily" to American demands that the Reich pay Austrias debts to the United States, Secretary of State Hull said today. Hull, in revealing that a reply had finally been received from Berlin to ! the American demand made six months J ago following Anschluss, declined to make public the exact contents of the note. He j clearly indicated, however, that Germany had indicated its unwillingness to assume responsibility for the Austrian debts. Hull said the reply was only a partial one and that further clarification would be necessary. He termed the note "unsatisfactory."
