NEW DECREES AGAINST JEWS BERLIN, Germany, Nov. 22 A series of new decrees aimed at drastic localization of I the Jews may be issued by the German government within the next few days. There is a strong possibility, according to informa-- tion in authoritative quarters, that Jewish residential rights within Germany will be restricted to certain cities to be assigned by the government. If the decrees materialize, Jews will be prohibited from living in or even setting foot in many German provines. About fifteen or twenty cities will be selected where Jews will be compelled to live. The Jewish communities under this plan would be separated into "island" districts and Jews would not be permitted to travel from one Jewish zone to another. The program now being worked out for "economic liquidation" of the Jewish problem will place the chief power for dealing with the situation in the hands of Field Marshal Herman Goering as head of the German four-year plan. Officials are now working to draft and enact all necessary Jewish regulations by January 1.
