KELLY APPRENTICE PROSPECT NEW ORLEANS, La., Dec. 2. One of the highly regarded apprentice prospects who has not yet seen much service in actual races is Billy Kelly, a youngster from Chicago who scored the first victory of his career during the summer session at Washington Park this year. Kelly has had several years of experience in exercising horses and will be given an opportunity to develop this winter.
