CITY BUDGET 7,274,250 City Comptroller Upham has estimated Chicagos 1939 budget at 7,274,250.89, which is 56,727 less than the budget for this year, which was 7,830,977. The various department heads have requested 2,145,175.36 but Upham stated he believed this amount would be cut when the city council finance committee begins its study, fit the budget
