PROTECT MERCHANT MARINE LONDON, England, Dec. 21. The British government has drafted complete secret plans for protection of the merchant marine in the event of war, Geoffrey Shakespeare, parliamentary secretary to the admiralty, told the House of Commons today. During the days proceedings the Air Raid Precautions Board laid before parliament a scheme to provide shelter for 20,000,000 persons. The plan embraces construction of communal shelters, underground trenches and standardized steel basement chambers. Great Britain, the report said, is far ahead of all other countries in anti-gas precautions. "
