LA GUARDIA SPURNS GUARDS NEW YORK, N. Y., Dec. 21. Brushing aside the idea of an increased police guard, Mayor La Guardia indicated he would neither prosecute nor intercede for James F. Hagan, former WPA worker, who knocked him down on city hall steps yesterday with a blow on the right cheek. Hagan passed a quiet night in Bellevue Hospital, where doctors say he suffers from a form of paranoia. He is charged with suspicion of simple assault. "Im able to take care of myself," said La Guardia, dismissing offers of more guards.
